Hiba Ali is a PhD Candidate at Adelaide University and a Graduate Research Student Representative. Hiba holds an LLM from George Washington University Law School, where she studied Government Procurement Law and AI Law and Policy, with expertise in public procurement law and sustainable governance solutions for large-scale infrastructure and technology networks navigating growing energy and water demands and carbon obligations.
 
Hiba is a GW Law Merit Scholar and has over 8 years of cross-jurisdictional legal experience in the United States, Saudi Arabia, and Pakistan. Her focus is on energy sector regulation, infrastructure procurement and technology governance. She has been invited to several international conferences, including Public Procurement Global Revolution Conference 2024, the Sapiens Network Conference on Climate Policy and the Copenhagen Public Procurement and Contracts Conference 2026, and has been a speaker to the Environmental Law Centre, University of Cologne, on factors influencing environmental legislation.
 
Hiba has also actively participated at Jessup Moot Court Competitions in the United States as a Judge at the Philip C. Jessup International Law Moot Court Competition in Louisiana, US, the world's largest moot court competition, where she evaluated the students' advocacy and legal reasoning.

Hiba's research focuses on how energy and environmental law can be used to improve sustainability in the digital infrastructure sector via public procurement. By comparing regulatory approaches in five jurisdictions, she examines how governments embed carbon, water and energy requirements into technology procurement contracts. 

One of her major areas of expertise is sustainable public procurement as a governance tool; how the public sector can use its purchasing power to influence technology service providers to reduce their environmental footprint. Her research proposes a Resource Obligation framework drawing on Australia's external affairs power and explores how internationally recognised building efficiency standards can be adapted as governance models for the infrastructure sector globally.

Hiba has been involved in legal education internationally for over 8 years. She is a Registered Law Teacher at the University of London, where she has taught Contract Law, Commercial Law, EU Law, AI Law and Policy, Public Law, Jurisprudence, Equity and Trusts Law, Property Law and IP Law to undergraduate students from around the world. She has a Postgraduate Certificate in Learning and Teaching in Higher Education from the University of London, which reflects her commitment to providing high-quality legal education.

Hiba is the founder of Live Law Sessions, an online legal education platform for students of law from across the world studying UK law and has been responsible for designing and teaching courses on various legal topics. Under her supervision, students have achieved outstanding academic results, including six students who achieved distinctions. She provides teaching that highlights the engagement of students, clarity of legal concepts and application of the law.
