Dr Stéphane Mahuteau is an Associate Professor of Economics, Senior Researcher and Lead of the Future of Employment and Skills research centre (FES) at the University of Adelaide. Prior to this appointment he was the Deputy Director and Senior Research Fellow at the National Institute of Labour Studies (NILS) at Flinders University from 2011 to late 2018. Prior to 2011, Stéphane held a number of academic positions at Macquarie University, Western Sydney University,and the University of Lyon II (France). Stéphane is a leading expert in the design, development and implementation of Impact Evaluations. He is also a specialist in the utilisation of administrative data collected by the Australian Governments for policy purposes. He uses his expertise in micro-econometrics, Economics, large data, and longitudinal design and analysis to inform the design and evaluation of evidence-based policy. His work supports and informs Australian policy in many core areas, including education & training, immigration, work and specialised workforces. In the past 15 years, he has been commissioned by the Australian government (Defence, DEWR, DSS, DVA, NCVER, Dept Premier & Cabinet, SAPOL, Home Affairs, etc.) on a number of important research projects, which have influenced policy design and evaluation across various government priority areas.Recently, Stéphane designed methodologies to formally forecast supply and demand for specialised skills in Australia, and analysed local risks of skills shortages for sensitive workforces.He led a project for the SA Department of Premier and Cabinet to construct a sustainable National Disability Data Asset (NDDA) alongside other states.Following is an non-exhaustive list of past research work:Stéphane was the data analytics and quantitative analysis lead and one of the main authors of the Evaluation of the Cashless Debit Card in East Kimberley, the Goldfields and Ceduna trial areas. He was the lead econometrician and one of the main authors of the NDIS trial evaluation (2013-2018). In the NDIS Evaluation he had responsibility for the quantitative elements of developing and analysing the longitudinal survey of people with disability and their families and carers which evaluated the early impacts of NDIS support. Stéphane was a chief investigator on the ARC Linkage Project ‘Achieving a Skilled and Sustainable Aged Care Workforce for Australia’ with responsibility for the multivariate analysis of national datasets to project the likely size and composition of the future aged care workforce and the factors which influence attraction and retention in the sector. He has also conducted extensive research on the education and training sector. This includes the provision of technical advice to the Department of Education on the new Direct Measure of Income (DMI) methodology, the production of reports on educational outcomes of young Indigenous Australian, labour market outcomes of Australian university graduates from equity groups, and the labour mobility of VET graduates. In addition in 2011, Stéphane was in charge of the multivariate analyses for one of the reports that informed the Gonski review of school funding and was instrumental in shaping the eventual policy recommendations of the Gonski review.In 2016, he consulted for the Commonwealth Grants Commission (CGC) on issues related to the wage differentials between the public and private sectors in Australia. Around that time, he was the author of two reports for the Department of Veteran Affairs investigating the challenges faced by young veterans on the Australian labour market and providing education pathway guidance for successful transitions.
